I downloaded and installed the free Adobe presets yesterday and since then I am not able to see or use any of my presets.
I have tried a resets but this has not helped.
You stated you tried resets, but just in case I misunderstand that statement, or in case of a misunderstanding about a reset of preferences (it is not reverting to defaults within the preferences panel)

It would be helpful if you provided a little more information. In particular, what are presets and where did you download them from (i.e. a link to the site from which you obtained them)

In the Presets panel, click on the + symbol, select Manage, check on each one you want available.

Oh, you are not seeing any presets, this is not just the third party ones. Ok, yes you did state that.

Be aware that your preferences will probably revert to defaults. Also be aware that sometimes Lightoom will forget what catalog you had opened before the reset.
See the links below. Read/watch all, understand, and pay attention to any cautions/warnings.

Hi David
I have followed the instructions and replaced the preferences file by deleting it and then restarting the PC and Lightroom. This solved the matter and everything is working great again.
Thank you for your help on this.

Now, are you editing RAW or JPEG? If JPEG see:

But, would have expected them to be grayed out not invisable if this was the case, but the article does state possible.

Oh, and what about "store presets with catalog" (bad), see :
