I mistakenly posted this question in Photoshop.
I have a unique setup with 4 - 27" monitors and a graphics tablet connected to my Windows 10 machine. When I select to show the secondary screen under the Windows tab, to secondary screen only shows on my monitor #5 which is the tablet. I would really like to see it on monitor #2 which is one of my twin 4Ks.
I can display and use LR on any of the 5 monitors.
I am set up with 4K Monitor #1 in lower left, 4K Monitor #2 in the lower right, 1080P Monitor #3 in the upper right, 1080P monitor #4 in upper left and graphics tablet Monitor #5 in the bottom right.
4 - 3 (HDMI)
1 - 2 (Display Port)
X - 5 (DVI- HDMI)
When I use Monitor #4 the secondary screen shows on Monitor #1. When I use Monitor #3, the secondary is #4, When I use Monitor #2 secondary is displayed on monitor #3.
I am using HDMI outputs for the 1080P monitors, Display Port for the 4K monitors and DVI-D converted to HDMI for the tablet. Is there a solution? Should I re-arrange the monitor outputs and order?

I will now answer my own question.
After spending an hour+ with Windows tech support, we determined that this is an Adobe application bug.
We discovered that when opening the "Secondary Window" in full-screen mode, the second window will default to the next monitor in line sequentially in counter-clockwise fashion according to how they were originally set up. So mone goes from 5-4-3-2-1-5.
If the "Secondary Window" is opened without the "Full Screen" option selected, the Secondary Monitor can be moved to any monitor and resized accordingly.
Adobe needs to look at this and make it possible to drag the secondary display to any monitor that is connected to the computer when the "Full Screen" mode is selected.
