Is there a plugin or built-in way to set the flag (or "color" code) for a photo that has been exported? I want a quick way to see all the photos I've exported within lightroom.
It's not possible in Lightroom off-the-shelf, but Jeffrey Friedl's Snapshot-on-export plugin allows you to change the flag state of exported pictures and also add a category or keywords.

You can use a Publish service in Lightroom.

Can you elaborate? I generally do my edits, set up my export directory, then right-click, export with previous. I want this action to also set the flagged option for the photo in lightroom.

A Publish Service keeps a record of which photos have been "published", in other words exported. You can search the metadata for which photos have been exported.
The plugins from Jeffrey Friedl are very good.
