Syncing Getting Hung Up

I have my Lr catalogs also back up to the cloud version of Lr. I have 1 image that will not complete the backup, so it continuously says it is trying to Sync 1 Photo. I know which photo it is via Preferences > LR Sync, and I tried changing the rating, edits, ect to see if it would push through. None of that helped. I ended up removing the photo from Lr and all was fine, except now there is another photo in the same catalog doing the same thing. Is there a way to turn off syncing on 1 specific photo without having to remove it from Lr? Or what other fixes could I try?

I tried that, Lr doesn't seem to see any photos trying to sync but the sync issue is happening in Lr Classic
