It seems pretty clear that, after 7 years of requests, Adobe has no plans to provide a Russian version of LR.  So Russian LR users might consider a community effort to maintain your own translation. It would be straightforward though a fair amount of effort to do the initial translation.  Chose one of the existing languages, say Spanish, and edit its TranslatedStrings file to have Russian translations rather than Spanish.  See here for how to edit TranslatedStrings:

To manage the project and allow many people to contribute, you could use Github.

TranslatedStrings contains nearly 14,000 phrases to translate, so it's a big job to do the initial translation. But if you had 5 or 10 contributors, it may start to seem doable. Or if you've got someone good a scripting, using Google Translate to do the initial translation, and then improve it manually as time permits.

As new versions of Lr are released, there are always new phrases to be translated. But you could do that incrementally, and it's not disastrous if some don't get updated -- LR will just show you the English phrase if there isn't one available in TranslatedStrings.
