P: Implement a "Create HDR Virtual Copy" option.

Hi all.

In order to jump directly into HDR editing we could have a practical "Create HDR Virtual Copy" option in the "Photo" menu.

I suggest also to assign the following KBSC for the option: Cmd/Ctrl + Shift + ' 

Without an Adobe kbsc one could still assign a custom kbsc to the option via Any Shortcut by @johnrellis 

I know we can do the taks in 2 steps "Create VC > activate HDR" but I think the most common and best workflow is to create a VC for HDR so the option and the direct KBSC would be practical.

Creating a HDR VC could also be achievable by "Shift + click HDR button = VC is created with that mode already enabled"
