I am trying to change my plan from 'All Apps' to 'Photography' but the system asks me to verify my educational status for a discounted price. I am not in education, and there seems to be no way to get past this step without confirming that I am.

Your issue can best be resolved by contacting Adobe Customer Care at https://helpx.adobe.com/contact/what-contact-options.html. Scroll to the bottom and click on the “Start Now” live chat link in the lower right of this page. Typing “Agent” into the chat text field will bypass the initial chat bot.

Hi Martin, I'm having the same problem (tho the apps I'm switching between are different). I work at a nonprofit, registered with TechSoup for discount rates. When I follow the steps to change my plan, I'm asked for my education status even though I don't have an education account.
Did you ever find a resolution/ did you access your subscription?
I'm chatting with customer support as the only replier suggestted, but they just want to sell me the full-priced adobe plan...
