Cannot import / use 'import photos button' (Ctrl+Shift+I)

Ever since I downloaded Lightroom onto my computer it hasn't been able to work properly but whenever I open it up and load it onto my laptop, it works perfectly fine where I can edit, add photos, etc.

Try signing-out

Re-start your computer

Sign-in again

Does that make any difference?
