Cannot Restore Photos and Upgrading Storage Plan

Hi! Badly needed some help.

Can I recover deleted photos in Deleted File if I upgraded my Storage Plan? 

I accidentally deleted my photos in Lightroom using my Android phone.

I attached the screenshot.
