clarify an image that has poor pixel resolution

Hey! I wonder if someone can help me clarify an image that has poor pixel resolution? Not good enough with these tools yet to clarify it in the best way.

If there isn't enough information in the image, there is no way to do what are asking. You want to take a small pic and make it larger to see detail that just doesn't exist in the orginal? Only in the movies...
