Lightroom is basically a "Photo" editor, and not a "Creative" editor, so it does not have collage functions. You would need to export your photos to another App to make creative collages. (eg. Photoshop for iPad.)
(Lightroom-Classic, on a PC or Mac, has a 'Print' module in which simple photo collages can be made.)
