Delete does not Delete

Like others have said a million times, posted a million times, and I've gone through a half dozen posts with no solution: pressing the "delete button" does not delete the photo from the library or disk. The photo is greyed out, is not given a rejected flag, etc. I am not syncing to the cloud.

I am on windows with Lightroom (not classic)

I culled 1600 photos for 3 hours and exported the remainder and everything was exported to the file.

Hoping for some help.

I am not syncing to the cloud.

That might explain the problem. When you delete images from any Lightroom client app, that file has to be stored in the Deleted Album folder in the cloud (to allow it to be restored if needed within the 60-day grace period from any of the various Lightroom client apps that the user might wish to use). If you have syncing paused, the Lightroom desktop app cannot upload the deleted image so perhaps it deals with that scenario by simply greying it out, pending a successful upload.

Has everything finished syncing? If you've had syncing paused, then presumably there would be a lot of images in your local library (including the deleted images) which now have to upload to the cloud. That's not typically a fast process.
