Is there a sufficient way to download or sync all raws from adobe.lightroom.com (as in through a browser) to (preferably) an external hard drive? As of now, it seems like I can only download selected images to a zip file.

No, not possible to download ALL "through a browser"  Lightroom-Web   {  https://lightroom.adobe.com/  }  You can 'Share' an image as 'Original', but not [select all] and share.

The Downloader App might be what you are looking for-

And I who was hoping to be able to fully transition over to iPad Pro 😕 Thanks for the reply, I though that this should have been a pretty basic function through the web app.

The iPad Pro runs the mobile version of Lightroom. Transitioning from another mobile device (iPhone?  or even Lightroom-Desktop on a Mac or PC) only requires installing and signing in to Lightroom on the iPad Pro, nothing more.   No "downloading' is required (unless you have a special purpose to need the originals 'locally'.)

Sorry for late answer. I meant fully move from desktop to iPad. I sold my older MacBook a few years ago, and I only have a laptop with Linux installed now that I use for work. If there are any options for Linux or some solution that are using web browser, that would work also. I would like to directly save them to an external storage. I don't understand why this is not something that is possible from within Lightroom.

"I meant fully move from desktop to iPad."  Lightroom installed on the iPad will allow you to login to your catalog of photos (stored in the Lightroom 'cloud' ) exactly the same as what you saw in the Mac 'desktop'.

Linux cannot run Lightroom. If a Web Browser app can log you in and show your catalog at https://lightroom.adobe.com/ then you should be able to 'Share' (aka Export) your photos (preferably 'as original').
