Error initializing Lightroom

Hi,
I have been having, and dealing with this issue on my lightroom. An error that prevent me to get access into the app. I`m recently using windows 11, from windows 10 with same issue. If anyone could help please.

Can you tell us more about your PC and setup (CPU, GPU (single, multi) ..

Are you logged in with Administrator privileges?

I`m using a single Nvidia Geforce rtx 2080Ti Gpu, with an AMD Ryzen Threadripper 3960X 24-Core Processor. And logging in with Admin privilege didn't make any difference.

This error normally means your Visual C++ 2010 either x86 or x64 needs fixing.
