No, TBMK, Lightroom does not have a full-screen preview in the Import/Add function BEFORE importing. (only AFTER adding/importing).
If you want to be selective with the files you import, I suggest to preview and sort (into folders) the images with Adobe Bridge. It has a simple Full-screen preview [Spacebar] and you can Star-Rate and advance the image as you view full-screen.
Adobe Bridge is free for all Adobe account holders.
And No, Windows Explorer does not retouch photos automatically! Can you explain what you mean by this? But it will show the embedded camera JPG version of the image if viewing raw file types.

"The first viewing of my photos on the windows explorer is good but after a few seconds, the photo is retouched,"
This is typical of all RAW viewers-
The "first viewing" is the embedded JPG preview created by the camera software using any camera options such as scene mode, etc.
"after a few seconds" you will see the RAW data of the image without any of the camera settings- you see the "raw' image data. A change in appearance is expected.
Image rotation may be a setting in the camera options, or the Microsoft Extension.
