Why don't I see the keywords I entered on CC when I export from LIGHTROOM CC to LIGHTROOM WEB APP?

"Lightroom CC" is a name that hasn't been in use anymore for many years, so which version do you mean? There is Lightroom Classic, which does not sync keywords to the cloud (so that is likely what you mean and would explain it) and there is Lightroom, which is the version that was called 'Lightroom CC' in the past. Lightroom web is just the web browser interface for the same account, so Lightroom web should show keywords that are entered in Lightroom.
