Lightroom not reading .xmp after saving locally

Hello, my workflow is as follow: I have my photos in the cloud until I no longer need them regularly. Then, I use the feature to archive them locally. The files get stored on my external SSD. This works flawlessly. All RAWS are there and for every RAW, there's a .xmp. However, when I look at these local files in Lightroom with switching to "Local", only a few of the pictures actually display my development settings. Most of them just appear to be RAW. How to "sync" them with the existing .xmp in the folder?

I found the problem: Most of the .xmp-files contain metadata, but not the development settings. They are just at 0. So, it must be a bug. I found a workaround now: copy a setting that is not needed and apply it to all photos. But it would be good if this bug gets resolved!
