i just bought negative lab pro for lightroom but i can't seem to bring it up. After the download, it says i reopen the lightroom app and i click file>plug in manager.. but i don't have that when i click on file. any idea how to fix this issue?

Sounds like you are trying to install a plugin in Lightroom (desktop). Lightroom (desktop) does not support plugins. Only Lightroom Classic supports them.
