I cleared the cache but didn't work.

I tested LrD 6.2 on Windows 10 and it is working as expected for me. 

 

What is your Windows Version Number?

What is your installed Lightroom Desktop Version Number? (go to Help>System Info)

 

What happens when you click the icon?

windows version number is 21H2 and
lightroom version is 6.2 x64, 
when I click the button nothing happens. panel is not opening.
But of course on web version it works.

Let's start with an easy fix:

 

This procedure works for both Lightroom Classic and Lightroom Desktop.

If you are using Lightroom Desktop it can change the location of your local storage. Please review this setting after resetting preferences. 

 

Reset Procedure:

1. Close Lightroom.

2. Hold down [Alt/Opt]+[Shift] while restarting Lightroom.

3. Overwrite the Preferences when prompted by the dialog.

4. Close Lightroom.

5. Restart Lightroom.

 

Does it work after doing this?

No, I am not and not using any custom firewall software and now I looked windows firewall settings and nothing is wrong. I guess I should delete and reinstall Lr. 
I also tried signing out and login but didn't work.

That is a good next step but follow this procedure:

 

Clean Lightroom Install Procedure

  • Close Lightroom
  • Restart the computer
  • Use the Adobe Creative Cloud App to uninstall Lightroom
  • Restart the computer
  • Install Lightroom via the Creative Cloud App without launching any other programs.
  • Restart the computer
  • Launch Lightroom
  • Wait 5 minutes

Ok thx, I will try it, I was already thinking reinstall but my connection is slow so I searched a solution without reinstalling. 
If this won't work not a problem for me, its just notification 🙂

If you close Lightroom, rename the notifications database inside the catalog, (located at: C:\Users\<username>\AppData\Local\Adobe\Lightroom CC\Data\<catalog-id>/Managed Catalog.notifdb) and then relaunch Lightroom, does the panel now open? 

Note: Appdata is hidden by default and you may have to enable its view in Windows.

oh, now I noticed, it works only one time then it is not opening again, until I rename that database folder again.
I don't know what causes this.
