Toolbars missing or incomplete

I have no selections across the top of LRCC and only edit and crop at the right.  Therefore I can't access and use many features such as clone and heal.  How can I get full toobar access?  Thanx..

You are in the Lightroom-Web (Browser) interface! It is different to the Lightroom-Desktop UI.

Open Lightroom from the Adobe Creative Cloud Desktop App.
