Using Booleans in Ligthroom Filter

Cant seem to be able to use Not in the Boolean created to filter. It actually seems stuck on "AND" only. Can this be changed? How?

I don't care how they do it, as long as they do. Smart collections would be the best answer, but not necessarily the only answer.

They should have just piggybacked the capabilities of Lightroom Classic when they created CC. Now I have to load a subset to Classic, deal with the problems there, then go back to CC! A pain!
