No, you can't edit video in Lightroom. The only options you have in Lr are to play video, capture a jpg from the clip or select the cover. You can edit video in Photoshop.

I don't understand why I received an email that says I can now edit videos in Lightroom--is that just a ploy to get me to buy Photoshop?

Some video editing tools were added in last week's release, including the ability to trim the ends off the photo and edit the color and tone of the photo.
