Not enough C drive space to Migrate

I've seen the other posts on this but no solution as of yet.   I'm migrating a roughly 1TB photo library.  The copy destination is an external drive with way more than a TB available.  No problem there.   The problem lies in the fact it says it needs 100 GB on my C drive to complete the migration (space in the Users directory).   I have a standard dell laptop setup.   100GB C: drive (ssd) and a 1 TB d: drive (hdd).   The d drive is completely empty and a perfect place to use "Local Storage" if so called for.   However I can't change the local drive from C to D.   I also can't virtually tack on the D to the C due to the different drive types.    Is there any fix for this coming soon?
