Lightroom windows bar font too small

I'm not sure why but using my high-res display I can't seem to figure out resizing the windows explorer bar (file, edit, photo, view, help) for Lightroom CC. Image below shows I've already scaled the display options in windows, I've also increased the font size in Lightroom CC to its max and the windows font is still super small.

I see this isn't the first time this issue has come up, but I can't seem to find a solution... is there one? Seems a shame to have to turn down my resolution to do image editing.

So I think I figured out my issue, apparently some apps in windows don't refresh text scaling until you log out and log back in. Seems to be working now.
