My old laptop crashed, purchased a new HP Pavilion 10 GEN i7. Muse starts loading and then immediately closes, I have completely deleted antivirus software, created new profile, deleted multiple times and redownloaded, even tried 2017 version with no luck, I get no codes, muse log below. I have tried opening all ways I know directly with my website files, run as admin etc. Any help would be greatly appreciated.

OK so we know the culprit is a missing or corrupted driver called PlugPlugOwl.dll.
Try replacing the bad driver in Muse with with a healthy one from InDesign or Bridge.
I'm finally able to get Muse to open on my new PC! (2.80GHz processor; 64 bit)
I moved the PlugPlugOwl.dll from Bridge and received the following "entry point not found"
So I then went back into the Bridge folder and copied the two files that were titled "Vulcan" and pasted them into the Muse folder. Muse now opens and stays open. I've opened my two websites in Muse and everything is there. So exciting.

Assuming you're on Win 10, disconnect your PC from the Internet BEFORE you launch Muse.
Once Muse is working, then you should be able to safely re-connect to the Internet.
Incidentally, Muse is discontinued software that's no longer supported. Use it at your own risk.

Thanks for helping me with this Nancy, I have performed all the above list and when in safe mode with networking internet disconnected it hangs up for about 2 minutes and disappears. Please see attached screenshot. I Have also tried in normal mode no internet by direct file and the start menu. Unfortunately it still loads and disappers after about 2-3 seconds.

I'm at wit's end with this issue, my business has 3 websites we aren't able to make any changes to. After I uninstalled CC and reinstalled I have tried a new user with full control and does the exact same thing. Have tried with no network, holding shift key, tried opening in the background with no avail. All my other CC apps work perfectly and have been working perfectly. I'm up for any suggestions that may help with this issue.

I just downloaded CC and muse app on my desktop at work and muse opened fine. I really need it on my laptop. Thought a brand new laptop would simplify things but not my luck this time.

Okay, I think tis is the one you need. I just double checked and Windows 10 is up to date and checked the graphics driver and it say it is the latest driver.

Hi @CoCo Rojo,
Use Windows File Explorer and search your Program Files folder for PlugPlugOwl.dll. Make sure to show hidden files & folders and full file paths.
Copy the file and paste it into the equivalent location in Muse.

Nancy, I was able to find the PluPlugOwl.dll file and paste it in the Muse folder; thanks for your help. But Muse is still not opening. It now says, "Entry Point Not Found" "The procedure entry point ??1|VulcanMessageListener@api5@vulcan@adobe@@UEAAAXZ could not be located in the dynamic link library C:\Program Files\Adobe\Adobe Mue CC 2018\PlugPlugOwl.dll." Any additional advice would be appreciated. Thanks!

I continued to research this, and apparently the min requirement is a 2.0 GHz processor, and my Microsoft Surface Book 3 has 1.3 GHz, so that may be why as well. I had never been able to use Muse on the surface tablet, but it works on the other laptop with a higher than 2.0 GHz processor. Sadness....
So, check your stats on your computer, and see if that is the case. If so, you will need a faster processor, unfortunately.
