P: Remove Tool Find Distractions doesn't sample all layers.

Find Distractions no longer samples all layers

Photoshop Beta: 26.5.0 20250223
Windows 11 24H2 26100.3194

Open a jpg image
Click on the bacground layyer and add new layer.
Select the Remove tool.
Check "Sample all layers"
Click on "Find all Distractions."
Click on "Wires and Cables."
Wait for it to finish.
Nothing happens (No wires were removed in the new layer or the background).
If you don't create a new layer, the wires are removed from the background layer.
This used to work in the previous Betas and works in PS 2025.
