Rookie. Reset tools and have lost desktop control . No circle cursor selection and tools on workscreen are icons?

It looks like you have the brush tool selected. If that's the case, then that cursor looks to be right.
If I am off track, please upload a screenshot of your entire workspace with the layers panel visible. It needs to be full res, (your screen shot above is much too small to be helpful).
Give us much more detail of what is happening?
Photoshop version, operating system and version?
What tool is giving you trouble?

Hi Trevor (great name) sorry to confuse. Balloon pic was to show circle that I don't have after reset. Tool icons without cursor circle is what I have. Can't work the way it is . Any help appreciated thank you. Adobe account photoshop CS5. Nothing is working as it was. But clone, erasor and brushes are the critical ones.

CS5 was 15 years ago, so I will have to guess, but the cursor options in Preferences should be mostly the same.
I prefer Full Size with Show Crosshair turned on. Whay are your settings?
I don't think it fits your screen shots, but to be sure, do have Caps Lock turned on?
If that doesn't help, then time to reset Preferences methinks. Back then I think you reset Preferences by holding down Shift Ctrl Alt while starting Photoshop. Can someone confirm that please?
You need to take care of that computer and it's operating system, because if you break Photoshop badly enough, there is no way to activate it again on any computer. (Just to make sure you know)
