In PS Beta the fx-Color Overlay does not work sometimes. If you have a layer and want to add a color overlay it does not take affect. Sometimes it does if you exit the beta version and run again. Sometimes it does not work the second time loading. I have to open the released version of PS to perform this function.
Hi @mikem85745071 testing here with Ps beta: Adobe Photoshop Version: 25.0.0 20230801.m.2265 3a00623 x64, and it appears to be working as expected.
Try resetting Prefs for the Beta:
/Users/yourname/Library/Preferences/ Photoshop Beta Settings (Mac Ventura)

Launch BETA Photoshop While Pressing The Keyboard Shortcut
With Photoshop closed, press and hold Shift+Ctrl+Alt (Win) / Shift+Command+Option (Mac) on your keyboard and then Launch Photoshop the way you normally would.
