Contextual task bar too close to selected layer

I find the contextual task bar appears way too close to the cursor, almost immediately below the layer. It blocks the entire area below your selection and it is a perpetual pain to constantly move it out of view.

This isn't unique to Photoshop. InDesign, etc, wherever it is being implemented.

Answering my own question; realized there is a "pin task par position" option with the three dot options.
