Generative fill blocking almost everything

Is my face considered inappropriate or what? Just wanted to merge them together (without giving a prompt). Doesn't matter how I morph the face, how I do the selection, it always says I'm violating guidelines.

It may help if we could see your Photoshop System Info. Launch Photoshop, and select Help >System Info...and copy/paste the text in a reply.
