HELP: Photoshop can't open file

Can anyone please help me what to do with this? I can open any file. 

I'm using Windows, Chrome Version 105.0.5195.127 (Official Build) (64-bit).

I'm trying to open jpg files.

Can you provide any more details on your system, such as available RAM?
