is there a way i can install photoshop beta without using the adobe creative cloud desktop app?

Greetings, 

I'm trying to install the new Photoshop beta and am directed to adobe creative cloud for a download link to beta, then install from there.

My problem is even after uninstalling and reinstalling adobe creative cloud using the adobe uninstaller, I get the same issue.  Install complete.  Then it says initalizing and just hangs forever.

Is there a way to install Photoshop beta without using the adobe creative cloud app?
