It isn’t supposed to be in All Apps, because All Apps is for final versions, not beta. The Creative Cloud app was recently redesigned. In the old version, you found the Photoshop beta not in All Apps, but by looking down the left column and clicking the Beta category. In the new version, the app categories are now across the top, so as Jeff showed, now you scroll the horizontal category bar until you see the Beta category and click that.

Obviously, the new design has a problem in that unlike the old design, the Beta category may not be immediately visible at the default width of the Creative Cloud app window. We can see it in Jeff’s screen shot because the Creative Cloud app window has been made much wider.

The time before last when someone said they didn't have the beta option, I couldn't see it in my CC App either.

I eventually found it after clicking on the three bars top left, and then Window > Enter Full Screen.

Of course, all I actually needed to do was maximise the window (Windows key, up arrow), or even just drag the right side of window out to expand it.

If you click on Apps, then along the to you should see Beta.
