Pop-up windows like generative fill or keyboard shortcuts do not work

I'm trying to use generative fill. Make a selection on an image and in previous versions a tiny control appears that lets me click Generate among other things. That control panel now does not appear at all. I've tried using the Edit menu command and also nothing happens.

 

If I try to take the image out of tabs and into windowed mode it disappears completely. I can only get it back by switching back to tabs.

 

Other dialogue boxes such as keyboard shortcuts refuse to open.

Thank you so much for the quick reply! Before I had a chance to try your instructions, I relaunched the beta again (2nd or 3rd time since upgrading) and it magically began working normally. I will save what you sent in case it goes wrong again.

Try resetting Prefs for the Beta:

/Users/yourname/Library/Preferences/ Photoshop Beta Settings (Mac Ventura)

/Users/yourname/Library/Preferences/Adobe\ Photoshop\ \(Beta\)\ Settings (Mac)
C:\Users\user name\AppData\Roaming\Adobe\Adobe Photoshop (Beta)\Adobe Photoshop (Beta) Settings )Win)

Launch BETA Photoshop While Pressing The Keyboard Shortcut

With Photoshop closed, press and hold Shift+Ctrl+Alt (Win) / Shift+Command+Option (Mac) on your keyboard and then Launch Photoshop the way you normally would.

just create a keyboard shortcut to access generative fill....i used ctl-alt-] and its much fast then moving the mouse to click on the box
