Thank you for this recommendation. This action seems to resolve the issues I was experiencing. Both "save" and "delete" (attached below) popups are now appearing ontop of the active window.

It may help if we could see your Photoshop System Info. Launch Photoshop, and select Help >System Info...and copy/paste the text in a reply.
