Problem with generative fill. Works only with vpn

What could be the problem that I can use generative fill only with vpn in the browser? last time this problem disappeared only after updating windows (I don't know how it is connected, but it helped). now I don't know how to solve it.

@Asya Makovoz It means your home internet is blocking Adobe Firefly/Photoshop. Check your Windows Defender settings to make sure both are allowed.
