Hi guys, the remove tool is great, but it doesn't work properly when you are working on a layer that has cutout area. It only works efficiently when the file is flattened, or when there are only a couple of layers that all have full coverage. When you can't adhere to this framework, the remove tool can take several minutes just to remove a pimple sized area which makes the tool redundant. I wish it worked as well as the equivalent in Adobe Camera Raw.

This is happeneing to me too right from the first iteration of the tool, in both beta and release versions. It seems underreported here so I am not sure it is universal. Can others test and comment?
The workaround I use is:
duplicate the layer you are working on
place a solid color layer (of any color) underneath the duplicate
select both the duplicate and the new layer and merge together
clip this merged layer to the original layer below
work your remove tool magic on the merged layer, now at normal speed
merge the clipped layer into the oroginal layer below when done.
The first four steps and the final step can be written as an action with a stop inserted for the actual retouching. It's not as cumbersome as it looks here. But I sure wish Adobe would fix this.
