Remove tool

I'm not sure if this is a bug or intended behavior. 

I have an image with a small area that was left transparent during pano stitching. On the opposite side I have another, larger area that is transparent, as well. I decided to use the remove toold to fill in the small transparent area instead of content aware fill since I had the remove tool in use. I hightlighted the small area with the tool and hit enter to do the remove. The tool mode was set to Auto. It took 30 or so seconds to complete, which seemed odd. When I moved to the larger transparent area, it was already filled in. ???

I stepped back through history and repeated what I had done and got the same results.

Doesn't seem like it is intended behavior to me.
