Download the Studio Driver from NVidia (v531.61 which is not the latest but we know it is stable on my RTX3090)

When installing select Advanced Options - Clean Install. That will overwrite remnants of any old drivers.

Do not install GeForce Experience, that is for games. For Photoshop you don't need it.

Hi @RBrogen curious if this happens in the release version of Ps and why you are using beta for your work? Have you uninstalled and reinstalled Ps beta via the CCD app, does the issue persist?

It may help if we could see your Photoshop System Info. Launch Photoshop, and select Help >System Info...and copy/paste the text in a reply.  

UPDATE:  The crashing was happening when I had 3 PSD files open (all exact same content except cropping, one was 4x6, one was 5x7 and the other was 8x10).  Each file was about 100MB.which shouldn't be a problem for my equipment shown below:.  It does not crash with 1 of the PSDs open.  Also, once it crashes, it almost feels like a memory leak because the after affect if I open my non Beta PS, and try to use say a brush, every stroke becomes greyed out as if the memory is filling up.

Unfortunately for now I won't be able to continue testing until this bug has been addressed since the work I'm doing is I have over 100 images that every single one has to be resized into a different template.
