Filter gallery cant use certain filters

Ive read about everything online about the filter gallery and nothing is working for me. I reset my preferences, updated photoshop, reset the color thing (with the D button), set the effect on visible and tried all the other things people suggested, ive had this problem for half a year now. Some filters do work but ALOT don't like plaster, chrome, torn edges, photocopy, charcoal, bas relief. This is VERY frustrating i'd love to hear how to fix this... asap! Thanks

If you were to use an actual image you would see they work just fine.

Your use of a solid color layer means because your layer has no texture or image, some filters just will not produce any results other than flat color as in your screenshots.

If you tell us what effect your after, maybe we can give some pointers.
