greyed out copy and paste layer styles 25.9.1 Windows 11

I'm experenced with art software but two days old in Photoshop.  Right click Copy and Paste layer style is greyed out and Fx missing beside each layer in layer panel.   I have lots of layers that need the a complex gradient color blend updated so they match.  The help instructions don't match the program.  Is there a better older release available or a better drawing program available?

Can you please post a screenshot showing the layers panel expanded and visible? It would be even better if you could record a short video.

I don't see any issues with the copy/paste layer style.
