I ALWAYS need to click on my desktop to enable shortcuts...

This happens reliably on my mac AND windows machine.  If i drag an image on the the photoshop app to launch it- the file will open but im unable to use any of the keyboard shortcuts to change tools.  Ill have to click on the desktop and back to photoshop to be able to use them.

This has happened for quite some time on windows and mac.
