Issue with Photoshop & Illustrator disabling mouse and keyboard.

I have an issue when opening Illustrator and Photoshop. When opening, the apps seemingly disable my mouse and keyboard form working, this is across all apps. The only solution is to unplug and replug them. This works intermitently however after 30 seconds or so they freeze again and need to be replugged. I have uninstalled any addition software such as tablet drivers etc. Updated all my mouse/keyboard drivers and reinstalled PS & IL and reset the preferences and updated all PC drivers etc. 

This is running on windows.

Has anyone experienced a similar issue and can lend a hand? From looking around I'm struggling to find a solution.
