Keyboard command doesn't change tool

Sometimes I get a situation where hitting a keybaord letter to change a tool will not work.

In the video I'm using the Brush and hitting the S key to switch to the Stamp tool.

But the change will not stick.

Hi @jnwbr go to Settings (Preferences)/Tools and uncheck "Spring Loaded Tool Shortcuts".
