Keyboard shortcus on launch

Keyboard shortcuts such as M, L, W, and C do not select the tools when Photoshop is launched. I'm experiencing this on 25.12.10 / macOS 12.7.6. I have a couple of other newer setups, so I'll check this and report back, but is anyone else experiencing the same issue?

If I launch Photoshop without any documents open, I can set tools with shortcuts.
I will test this on the other setups I have.

Works as expected on 26.2.0 / macOS 13.6.3.
So, this issue must be specific to 25.12.10 / macOS 12.7.6 and similar setups — not expecting Adobe to fix this 😆
