Magic Wand Tool Delay on Selection?

So I recently switch over to a new laptop, fresh out of the box windows 11, and redownloaded photoshop to get back to drawing. But I've encountered an incredibly irritating thing where my magic wand tool frequently has a delay when trying to select something. Is there any way to fix that? I have "use CPU turned off"

 

Additionally and unrelated, I've also had issues where the screen "sticks" and has half of itself overlaying the current screen, or weirdly makes itself offset from where things actually are? Which sometimes happens while drawing and right where I am drawing, and is getting incredibly annoying. I'm not sure what's causing this, as this photoshop is a fresh install that's barely three weeks old.

As for the second point: 

Does turning off »Use Graphics Processor« in the Performance Preferences (Photoshop > Preferences > Performance > Graphic Processor Settings) and restarting Photoshop have any bearing on the issue?
