MSVCP140_CODECVT_IDS.dll photoshop

Hello all, I have run into an issue when opening Adobe Photoshop. When I open it, I receive the error "The code execution cannot proceed because MSVCP140_CODECVT_IDS.dll was not found. Reinstalling the program might fix this problem." I looked on previous forums and they all say to install the C runtime but that did not solve the issue for me. I also signed out of the application that did not solve it and restarted the computer that did not solve it. uninstalled the application that did not solve it. I have also tried to do the dll-files.com but still could not figure out how to get rid of this error. Does anyone know of any other solutions?

This is on a Windows 11 Pro Edition Desktop.
