@Tylkko Hey there!
Late to the party, but following your input of the Appdata folder I went searching for which specific file inside "C:\Users\<username>\AppData\Roaming\Adobe\Adobe Photoshop 2021" was causing the issue. Turns out it's "Adobe Photoshop 2021 Prefs".

 

Deleting this one will allow you to launch Photoshop and take advantage of your GPU JUST ONCE. Once closing the program though, PS writes another copy of the file and f*cks things over once again.

You have two solutions at this point:

1.  Delete "Adobe Photoshop 2021 Prefs" each and every time. Annoying. Slow. A pain.
2.  The final solution which hilariously enough worked wonders for me:
   
   1-  Open "Adobe Photoshop 2021 Prefs" with Wordpad or any text editing tools
   2-  Delete ALL the code inside the file
   3-  Literally Type "anything" in the code's place
   4-  Save this gem of a file.
   5-  Right-Click on "Adobe Photoshop 2021 Prefs" and Check "READ ONLY"
   6-  Apply and close. Launch Photoshop. Congratulation! You're now a better coder than most of Adobe's workforce!
   
   

Hilariously enough it works, and it works each and every time. Enjoy your GPU.
