P: Consolidate All to Here doesn't work anymore.

I'm on 23.4.1 But this bug has been around about 1-2 months. 

I open a lot of photos at once to edit, and having the smaller image of previous edit open concurrently outside of the tabs, and floating, makes it easier for me to color correct as I go. 

One of the features I use to manage the organization while I work in Photoshop is the "Consolidate All to Here". It used to be super easy, just right click on the tabs, and you can move all the open windows to the tab. 

Now its grey'd out, and I have to go through "Windows->Arrange->Consolidate All To Here". 

Its few clicks but doing it dozens of times per day, gets old. Please fix, so I can just right click on the tabs, and consolidate all the windows with just few clicks.
