P: Export As doesn't export all artboards if previews aren't all rendered after changing file format

When using multiple artboards in the one psd, when i try to use 'export as' to quickly export jpgs i'll be lucky if it exports two of the artboards. The menu closes as if its completed what you have asked it to do but it doesnt do anything.

To update Photoshop to 23.2, click "Update" in the Creative Cloud desktop app next to Photoshop. More detailed instructions for updating

It happens if i export locally or to a dropbox folder. So i may have found what is causing this.

 

When the 'export as' menu first opens you can see it loading each individually artboard. When you change the export format ie jpg, png, gif. It loads the artboards again. If you press export before every artboard is finished loading it won't export all of them.

Does this happen with all documents? Or specific ones? Are you exporting to a local directory or an external drive, server or network drive?
